Dr. Dhaniram Shandil, Minister of Health and Family Welfare, Government of Himachal Pradesh, has proposed to withdraw the Drugs and Cosmetics Himachal Pradesh Amendment Bill 2016. This proposal has been withdrawn with the consent of the House. A provision was made in this bill that in case of seizure of narcotic material, earlier the burden of proving the crime was on the prosecution, but now it will be the responsibility of the accused to prove that he is not guilty. It has also been recommended to make it a non-bailable and cognizable offence.

This bill was introduced in the state assembly during the previous Congress government. It was transmitted with the assent of the President through the office of the Governor on 4 November 2016.

Clarification was sought on some points in this context by the Government of India on 25 April 2017, which was sent to the Central Government on 19 September 2017. The position in this regard was also clarified by the Central Health and Family Welfare Department. The entire matter has been sent to the Central Government on 24 June 2019. The Central Government has informed on June 20, 2022 that the amendments proposed by the Himachal Pradesh Government in this Bill already have a provision in the Drugs and Cosmetics Amendment Act 2008. The state government should consider withdrawing this bill. The decision to withdraw this bill has already been taken in the meeting of the state cabinet on January 12, 2024.

Technical Education and TCP Minister Rajesh Dharmani said that there is a need to make a development plan for Himachal. Now a development plan has been made for Shimla. This plan is needed for the entire state to construct buildings in Himachal in a phased manner. He said that during the disaster, only those buildings were damaged in Himachal Pradesh whose structural design was not proper. He said that it is necessary to strengthen the education system to move Himachal Pradesh forward.

A lot of work needs to be done on the tourism sector in the state. Bearing the expenses of education of widows’ children is commendable. He welcomed the announcement in the budget of setting up a Cancer Prevention Institute in Hamirpur with Rs 100 crores.

BJP MLA Trilok Jamwal said that the state government has misled the public in the name of guarantees. The victims of the disaster in the state have not been able to get compensation. Due to the prevailing situation, 25 gram panchayats including Bilaspur Sadar are not going to get water. He termed the budget as a maze of figures.

The government has deceived the people of the state in the name of 10 guarantees and BJP is going to make people aware about this.

CPS Mohan Lal Brakta said that Prime Minister Narendra Modi had promised to give Rs 15 lakh to the people, but where is this promise today. The opposition is continuously raising the issue of giving Rs 1500 to women. He said that the promises made by the Congress Party are being fulfilled in a phased manner.

BJP MLA Deepraj said that the budget presented by the Chief Minister is hollow. The public has been duped in this. Himachal government has included centrally sponsored schemes in the budget. Himachal government Had promised to give Rs 1500-1500 to the women. This announcement is proving to be empty. Youth are being cheated in the name of employment.
