Faculty members of Vallabh Government College (VGC), Mandi, staged a silent protest on the college campus, demanding the immediate conduct of the long-pending Departmental Promotion Committee (DPC) and the release of Dearness Allowance (DA) arrears.

Organized by the Himachal Government College Teachers’ Association (HGCTA) unit, the protest saw teachers wearing black ribbons as a symbolic gesture against what they described as prolonged administrative delays affecting their careers and financial benefits.

Teachers Raise Concerns Over Five-Year Promotion Delay

Speaking during the gate meeting, HGCTA State President BK Saklani said that college teachers in Himachal Pradesh have been facing significant career stagnation due to the absence of timely promotions.

According to the association, the last Departmental Promotion Committee (DPC) for government college teachers was conducted in 2021. Since then, no promotion process has been carried out, leaving many eligible Assistant Professors waiting for career advancement and the financial benefits that come with promotions.

She emphasized that the prolonged delay has impacted the professional growth and morale of hundreds of college teachers across the state.

Demand for Immediate Release of Pending DA Arrears

Apart from promotions, the association also highlighted the issue of unpaid Dearness Allowance (DA) arrears. HGCTA leaders stated that the delay in releasing these dues has created growing dissatisfaction among teachers and other government employees.

The association urged the Himachal Pradesh Government to release the pending DA arrears at the earliest, saying that employees have been waiting for their legitimate financial entitlements for a considerable period.

Association Warns of Stronger Agitation

During the meeting, the HGCTA unanimously passed a resolution demanding that the Department of Higher Education immediately schedule the Departmental Promotion Committee for all eligible teachers and clear the pending DA arrears without further delay.

The association warned that if the government continues to ignore these demands, it may intensify its democratic protest in the coming weeks.

Teachers maintained that they remain united in seeking timely promotions, career progression, and the release of pending financial benefits, urging the state government to address the issues before they escalate further.
