No Helicopter, Smaller Convoy: Himachal Pradesh Governor Kavinder Gupta Launches Major Fuel Conservation Drive Amid West Asia Crisis

The Governor declared that he would stop using the state government helicopter for official travel and reduce his official convoy by 50 percent as part of a larger fuel conservation campaign.
In a strong message promoting responsible fuel consumption, Kavinder Gupta on Wednesday announced a series of austerity measures aimed at reducing fuel usage across Himachal Pradesh. The Governor declared that he would stop using the state government helicopter for official travel and reduce his official convoy by 50 percent as part of a larger fuel conservation campaign.
The announcement was made at Lok Bhavan against the backdrop of rising global fuel prices and the ongoing West Asia crisis, which has triggered concerns over energy stability and economic pressure worldwide.
Calling the initiative a “national responsibility,” the Governor said the measures were inspired by Prime Minister Narendra Modi’s appeal to citizens and institutions to adopt fuel-saving habits during uncertain global conditions.
Lok Bhavan Declared ‘Fuel Conservation Zone’
As part of the campaign, Lok Bhavan has been declared a special “Fuel Conservation Zone.” Under the new policy, no official petrol or diesel vehicles will operate on Sundays. Essential government work on Sundays will instead be managed through video conferencing and combined travel schedules to reduce unnecessary fuel consumption.
The Governor also directed officials to minimize avoidable vehicle movement and shift non-essential meetings to online platforms whenever possible.
“Government institutions must lead by example when it comes to responsible fuel usage,” Gupta said while announcing the measures.
Governor Stops Using State Helicopter
One of the most significant decisions announced during the event was the Governor’s decision to completely avoid using the state government helicopter until the West Asia situation improves and fuel prices stabilize.
Gupta stated that constitutional authorities should also participate in fuel-saving efforts at a time when the country is focusing on energy conservation and economic discipline.
The move is being viewed as a symbolic but impactful step that could encourage other departments and public representatives to adopt similar austerity measures.
Universities Asked to Promote Sustainable Transport
As Chancellor of all universities in Himachal Pradesh, the Governor also appealed to Vice-Chancellors to launch fuel and energy conservation campaigns across campuses.
Universities have been encouraged to promote:
- Carpooling among students and staff
- Increased use of public transport
- Cycling for short-distance travel
- Awareness campaigns on fuel conservation
The Governor urged students to become “fuel conservation ambassadors” and spread awareness about responsible energy usage in colleges, hostels, and local communities.
He added that educational institutions should not only teach sustainability in classrooms but also practice it in daily operations.
Governor Encourages Public Transport and Local Tourism
Addressing the public, Gupta encouraged citizens, especially young people, to adopt environmentally friendly travel habits such as walking short distances and using public transport more frequently.
He also linked fuel conservation with national economic interests, saying reduced fuel dependency can strengthen the country during global uncertainties.
Promoting the “Vocal for Local” initiative, the Governor urged people to support locally made products and choose domestic tourism over foreign travel. Highlighting the tourism potential of Himachal Pradesh, he said the state’s natural beauty, spiritual destinations, and adventure tourism could play a major role in boosting the local economy and creating jobs.

The Governor’s latest announcements have added constitutional backing to the ongoing fuel conservation movement in the country. With rising geopolitical tensions and increasing fuel prices affecting economies worldwide, the Himachal Pradesh administration’s decision is being seen as a practical and symbolic effort toward sustainability, economic responsibility, and environmental awareness.
