Sukhvinder Singh Sukhu is set to present his fourth Budget for Himachal Pradesh on March 20, and this one could shape the financial future of the hill state for years to come.

Unlike previous years, the 2026–27 Budget comes under intense fiscal pressure. The looming withdrawal of the Revenue Deficit Grant (RDG) — a lifeline for the state for years — has created serious concerns in financial circles.

For a mountainous state like Himachal Pradesh, where infrastructure costs are high and revenue sources are limited, the RDG has acted as a financial cushion. Its discontinuation, as recommended by the 16th Finance Commission, could mean an annual loss of nearly ₹10,000 crore.

That’s not just a number — it’s a major shift in how the state balances its books.


What Makes This Budget So Critical?

Himachal’s economy operates under unique constraints:

  • Difficult mountainous terrain increases infrastructure costs
  • Limited industrial base restricts revenue generation
  • High dependence on central grants

With RDG likely to be discontinued, the government may have to:

  • Explore new taxes or increase existing levies
  • Cut non-essential expenditure
  • Tighten fiscal discipline across departments
  • Focus heavily on resource mobilisation

The Finance Department is currently in the final stages of preparation, and officials describe this as one of the most complex exercises in recent years.


Budget Session Timeline in the Vidhan Sabha

Industries and Parliamentary Affairs Minister Harshwardhan Chauhan confirmed that the second phase of the Budget session will resume on March 18.

Here’s the key schedule:

  • March 18–19: Debate on the Motion of Thanks
  • March 20: Budget Presentation by CM Sukhu
  • March 23–25: Budget Discussion
  • March 27–28: Cut Motions & Voting
  • March 28: Budget Expected to be Passed

The first phase began with the Governor’s Address and was later adjourned by Speaker Kuldeep Singh Pathania.


Sukhu Seeks Central Support

Ahead of the Budget, CM Sukhu met Union Finance Minister Nirmala Sitharaman in New Delhi. During the meeting, he reportedly sought special financial assistance and urged the Centre to consider Himachal’s unique geographical and economic challenges separately from other states facing RDG withdrawal.

However, whether the Centre will offer relief remains uncertain.


A Defining Financial Year Ahead

As Himachal Pradesh prepares for what could be a fiscally tight year, this Budget is more than just an annual financial statement. It will signal:

  • How the government plans to handle the ₹10,000 crore gap
  • Whether new taxation measures are coming
  • How welfare and development projects will be prioritised

For government employees, industries, farmers, and common citizens alike, March 20 could bring clarity — and possibly tough decisions.

All eyes are now on the Vidhan Sabha.
