Himachal Pradesh : Farmers, traders protest installation of smart power meters in Jogindernagar

Farmers, traders protest smart power meters in Jogindernagar A large protest against the installation of smart electricity meters was held on Wednesday at Machhiyal in the Jogindernagar subdivision of Mandi district under the banner of the Himachal Kisan Sabha. The demonstration was led by Zila Parishad member Kushal Bhardwaj and saw the participation of hundreds of farmers, women, shopkeepers, retired soldiers and retired government employees from several panchayats of the Bharadu Zila Parishad ward and adjoining areas. After a public convention, protesters took out a massive procession through the Machhiyal market, raising slogans against the smart meter scheme. Local shopkeepers joined the march, reflecting what organisers described as widespread public opposition. Panchayats such as Balh, Chalharg, Kas, Bharadu, Nauhli, Bihun, Nergharwasda, Masoli, Drahal, Buhla Bhadyada, Pipli, Kutheda and Drubbal Dhar were represented in large numbers. During the convention, participants collectively took an oath that smart meters would not be allowed to be installed under any circumstances. Prominent speakers included Kushal Bhardwaj, Ravi Rana, Shyam Singh Thakur and Mohan Sarwal, among others. Addressing the gathering, Bhardwaj alleged that the smart meter scheme was the first step towards the privatisation of electricity distribution, withdrawal of subsidies, retrenchment of employees and abolition of pensions. He said the Electricity Supply Act of 1948 and similar laws governing State Electricity Boards were rooted in social welfare, economic development and affordable tariffs. However, he claimed that the present central government was aggressively pushing privatisation by handing over electricity distribution to private corporations. He warned that state electricity boards would be dismantled and power distribution transferred to corporate houses such as Ambani and Adani. Bhardwaj further said the Centre has approved the replacement of over 22.22 crore electricity meters nationwide, with nearly 10 crore meters being installed by large corporate houses. The cost of each smart meter, estimated at around Rs 10,000, would be recovered from consumers through monthly electricity bills over seven to eight years. He added that the lifespan of these meters was also only seven to eight years, after which consumers would again be required to pay for replacements. In contrast, he said, conventional electronic meters cost Rs 400–600 and have already been installed across the state. He also alleged that smart meters would operate on prepaid and postpaid systems, similar to mobile phones, leading to automatic disconnection once the balance is exhausted.

Panchayats including Balh, Chalharg, Kas, Bharadu, Nauhli, Bihun, Nergharwasda, Masoli, Drahal, Buhla Bhadyada, Pipli, Kutheda and Drubbal Dhar saw strong participation.

During the convention, participants collectively took an oath not to allow the installation of smart meters under any circumstances.

Addressing the gathering, Bhardwaj alleged that the smart meter scheme was a step towards privatisation of electricity distribution, withdrawal of subsidies, job cuts and the abolition of pensions. He claimed that replacing traditional meters with costly smart meters would ultimately burden consumers financially.

He further alleged that while conventional meters cost around ₹400–600, smart meters costing nearly ₹10,000 would be recovered from consumers through monthly bills. He also expressed concern that prepaid systems could lead to automatic disconnections once the balance is exhausted.
