Himachal Pradesh News : Himachal govt proposes six new gram panchayats amid HC scrutiny over PRI polls deferment
The Himachal Pradesh government has proposed creating six new gram panchayats and reorganising 31 gram sabhas even as the High Court hears a plea challenging the deferment of PRI elections.
Even as the Himachal Pradesh High Court is hearing a petition challenging the deferment of Panchayati Raj Institution (PRI) elections, the state government has proposed the creation of six new gram panchayats and the reorganisation of 31 gram sabhas across the state.
The Department of Panchayati Raj has issued a notification under the Himachal Pradesh Panchayati Raj Act, 1994, inviting objections and suggestions within a week from December 18. After the stipulated period, the concerned Deputy Commissioners will initiate the reorganisation process.
The notification has been issued at a time when the government’s decision to defer PRI elections under the Disaster Management Act is under judicial scrutiny. The matter was listed for hearing on Monday; however, as the Urban Development Department is yet to file its reply, the High Court has fixed the next hearing for December 30, 2025.
According to the notification, the maximum number of gram sabhas proposed for reorganisation — seven each — are in Kangra and Solan districts.
In Kangra district, the gram sabhas identified include Chandpur (Langha) in Palampur, Sihorpai, Ghalor, Bug, Thill, Dhol Khariyana in Surani, and Nyagal in Nagrota Surian.
In Solan district, reorganisation has been proposed in Chamdar (Nalagarh), Shahrol and Hanuman Barog (Kunihar), Jabli (Dharampur), and Sultanpur, Bohli and Biisha (Solan).
In Hamirpur district, six gram sabhas — Majhol Sultaani, Chaloh and Re in Sujanpur, and Darogan Pati Kot, Utpur and Bafdi under Bamsan — have been proposed for restructuring.
Similarly, in Mandi district, proposals include Ghidi in Dhanotu, Varang and Paplog in Dharampur, and Khola Nullah in Bali Chowki.
The move has drawn attention due to its timing, with the legal challenge to the postponement of local body elections still pending before the High Court.
