U.S. Approves $93 Million Sale of Javelin Missiles and Excalibur Artillery to India

The U.S. has approved a $93 million sale of Javelin anti-tank missile systems and Excalibur guided artillery rounds to India—its first major purchase through Washington’s Foreign Military Sales program since bilateral tensions rose over U.S. tariffs. The deal aims to strengthen strategic defense ties in the Indo-Pacific.

The U.S. Defense Security Cooperation Agency (DSCA) announced on Wednesday that the U.S. State Department has approved the sale of $93 million worth of Javelin anti-tank missile systems and Excalibur guided artillery munitions to India.

This marks India’s first purchase through Washington’s Foreign Military Sales (FMS) program since relations became strained in August, when President Donald Trump doubled tariffs on Indian goods to 50% as a penalty for New Delhi’s purchases of Russian oil.

Earlier this month, India also placed a reorder for General Electric-made fighter jet engines to power additional domestically manufactured Tejas combat aircraft.

In its statement, DSCA said:
“The proposed sale will support U.S. foreign policy and national security objectives. It will help strengthen the U.S.–India strategic partnership and enhance the security of a major defense partner that continues to be an important force for political stability, peace, and economic progress in the Indo-Pacific and South Asia.”

India had requested 216 Excalibur tactical projectiles and 100 units of the Javelin missile system. The country already uses Excalibur guided rounds with its M777 howitzers.

According to DSCA, the primary contractor for the sale will be RTX Corp, which will open a new production line for the Excalibur projectiles. A joint venture between RTX and Lockheed Martin will manage the new production line for the Javelin systems.
