Himachal Seeks Separate E-Way Bill for Narcotic Substances under GST; SDM-led Committee to Oversee Monitoring

Shimla, August 9 – In a determined move to curb drug abuse and prevent narcotic substances from being diverted from pharmaceutical companies to illicit channels, the Himachal Pradesh Government has introduced a series of stringent measures under the leadership of Chief Minister Thakur Sukhvinder Singh Sukhu. These initiatives aim to strengthen monitoring, regulation, and enforcement across the state.

A state government spokesperson announced that a dedicated committee will be formed under the chairmanship of the Sub-Divisional Magistrate (SDM) to oversee the operations of licensed pharmaceutical companies. The committee will comprise officials from the Excise Department, Police, and Drug Control Authority, ensuring strict compliance with regulatory standards and preventing misuse of narcotic substances.

To improve traceability, the state government has formally requested the GST Council to introduce a dedicated e-way bill system specifically for narcotic drugs and psychotropic substances. This would allow real-time tracking of their supply chain and strengthen controls at every stage. Additionally, the State Taxes and Excise Department has imposed quantity restrictions on license holders to prevent the illegal use of excess stock.

The spokesperson further stated that the government is working on amendments to the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1989, along with updates to the Integrated Drug Prevention Policy. Committees have also been constituted at the district level, headed by concerned officials, to ensure effective enforcement of laws, improve inter-departmental coordination, and conduct awareness campaigns—particularly targeting the youth.

Chief Minister Sukhu said, “This is not just a battle of laws, but a mission to save lives and safeguard the future of our coming generations. My government will act without compromise, and with the people’s support, we will build a Himachal free from the grip of drugs.”
