Garbage Bins Now Mandatory in Public, Private Transport and Taxis Across Himachal

Shimla, May 6:
In a move aimed at improving waste management and protecting the environment, the Himachal Pradesh government has made it mandatory for all public and private transport vehicles, including taxis and tourist vehicles, to carry garbage bins. This was announced by Chief Secretary Prabodh Saxena during a high-level meeting held in Shimla today.

Saxena noted that improper disposal of both biodegradable and non-biodegradable waste has become a growing concern in the state. Such practices, including littering from moving vehicles, contribute not only to environmental pollution but also to the clogging of drains and water channels, causing further ecological damage.

Instances of waste being discarded from public transport, private vehicles, and taxis have prompted the state government to take stricter measures. Under Section 5 of the Environment (Protection) Act, 1986, and Sub-section (1) of Section 3-C of the Himachal Pradesh Non-Biodegradable Garbage (Control) Act, 1995, the dumping of waste into public drains and sewage systems is now explicitly prohibited.

To ensure compliance, all tourist vehicles, public and private transport, and taxis must be equipped with functional garbage bins. Failure to do so will result in penalties. Saxena said that a fine of up to ₹1,500 will be imposed for littering, especially food or other items served in plastic packaging. Additionally, public transport operators who fail to install garbage bins may face fines of up to ₹10,000.

Emphasizing the importance of public awareness, the Chief Secretary called for a statewide awareness campaign to inform both residents and tourists about the new regulations. He also directed bus stand managers and public parking operators to ensure proper waste collection mechanisms are in place at their respective facilities.

Senior officials from all concerned departments were present at the meeting.
