Shimla, February 01: The Himachal Pradesh police, under the direction of the Director General of Police (DGP), have officially submitted the probe report regarding the breach of privilege allegations against 2018-batch IPS officer Ilma Afroz to the Himachal Pradesh Assembly Secretariat. The report addresses the inquiry into the alleged misconduct and will now be reviewed by the relevant authorities.

Sources revealed that officials within the Assembly Secretariat have decided to present the probe report to the privileges committee of the Himachal Pradesh Vidhan Sabha. The investigation, carried out by DIG Abhishek Dullar, has resulted in a sealed report that will be opened only in the presence of the committee members. The next steps will depend on the findings and recommendations from the committee’s review.

A senior officer stated, “Earlier this week, we received the probe report regarding the allegations against the woman IPS officer from the office of the DGP, Himachal Pradesh. While we promptly informed the police headquarters via email that the report should have ideally been submitted by the Home Secretary’s office, we have decided to present it before the privileges committee as planned.”

During the monsoon session in September of the previous year, Doon Congress MLA Ram Kumar Chaudhary accused the then-SP of Baddi, Ilma Afroz, of breaching his personal secrecy by misusing her authority. Following the allegations, Afroz applied for leave, which she repeatedly extended, until she was eventually transferred to the state police headquarters in Shimla on December 17. The strained relationship between the MLA and Afroz had begun earlier, as she had previously taken legal action against machinery owned by the MLA’s wife that was found to be involved in illegal mining activities.

Afroz, who was serving as the SP of Baddi, took a 15-day earned leave starting November 7. During her absence, the responsibility of SP Baddi was assigned to Himachal Pradesh Police Service (HPPS) officer Vinod Kumar Dhiman on November 14. After her return to duty on December 17 at the police headquarters in Shimla, Afroz has not been given a new posting, leaving her current status uncertain.

Meanwhile, a petitioner named Sucha Ram has approached the Himachal Pradesh High Court in Shimla, alleging that IPS officer Ilma Afroz was pressured into taking leave, and that the law and order situation in the Baddi region deteriorated following her transfer. The petition emphasizes Afroz’s tough stance against illegal mining, the drug trade, and organized crime during her tenure in the Baddi-Barotiwala-Nalagarh Development (BBND) area, arguing that her absence led to a decline in enforcement and security in the region.
