The Himachal Pradesh government has announced the termination of the no-detention policy for students in Classes V and VIII, which will be enforced from the next academic year. This decision aligns with the Centre’s national policy change, requiring students in these grades to pass exams in order to be promoted to the next level.
Education Minister Rohit Thakur emphasized that enhancing the quality of education is a primary focus of the state government. “We believe that removing the no-detention policy serves the broader interest of students, and we will implement it starting from the upcoming academic session,” Thakur stated.

Although the state had planned to phase out the no-detention policy in 2019, the onset of the Covid-19 pandemic forced the continuation of automatic promotions. Despite the government’s previous orders, the policy was not put into action due to the disruptions caused by the pandemic. Ashish Kohli, Director of Elementary Education, noted, “The Education Minister has now directed us to prioritize the policy’s implementation.”
Under the revised policy, students in Classes V and VIII will have two chances to pass their exams. If a student fails the first attempt, they will be given a supplementary exam within two months. If they fail again, they will remain in the same grade. Additionally, students who have long periods of absenteeism could face detention as well.
