MLA Sudhir Sharma, who is angry over the neglect of Himachal Kangra region, has rebelled against the state government. Four other MLAs including his close associate Rajinder Rana are also on this path. This process of resentment had started only after the formation of the government in Himachal, when Sudhir was looked at with neglectful eyes. The second MLA who joined him was Rajinder Rana. Rana had become a rebel because even after defeating a powerful leader like Dhumal, he was not included in the cabinet. This spark, which had been burning for about 14 months, flared up in the Rajya Sabha elections.

On October 22, 2023, during the Cricket World Cup matches in Dharamshala, MLA Sudhir and Himachal Congress in-charge Rajiv Shukla had gossiped in the HPCA hotel. The Chief Minister kept taking the displeasure of her MLAs lightly and meanwhile Sudhir Sharma left for Haryana on Tuesday.
The conflict started from Zorawar Stadium in Dharamshala.
After taking oath as the Chief Minister on 11 December 2022, when Sukhvinder Singh Sukhu participated in the gratitude rally on the restoration of the old pension scheme at Zorawar Stadium in Dharamshala on 21 December 2022, during that time also a conflict came to light between Sudhir Sharma and the Chief Minister. On the stage, when Chief Minister Sukhu was thanking the NPS Employees Union by holding hands with all the ministers, Sudhir tried to hold the Chief Minister hand, but the Chief Minister pushed his hand away. Later the video of this incident went viral.
