The decision, notified by the State Taxes and Excise Department, comes just a day after transport operators issued a strong ultimatum, warning of disruptions across key industrial zones if relief measures were not introduced promptly.
Key Changes in Entry Tax
Under the revised structure, transporters will see noticeable reductions across multiple vehicle categories:
- A 12-seater passenger vehicle will now pay Rs 100, down from Rs 130.
- Two-axle trucks (12,000 kg to 25,000 kg GVW) will now be charged Rs 320, significantly reduced from Rs 570.
- Three-axle trucks will pay Rs 570, slightly lower than the previous Rs 600.
In addition, all light vehicles registered in Himachal Pradesh, including both private and commercial vehicles, have been fully exempted from entry tax.
Relief After Transporters’ Protest Warning
The move comes as a direct response to growing unrest among transporters, especially operators of tempos, pick-up vehicles, and three-wheelers, who were recently brought under the tax net.
On the previous day, transport unions had issued a 24-hour ultimatum, leading to a near shutdown situation in the Baddi-Barotiwala industrial belt, where vehicle movement was halted for hours.
Special Concessions for Border Residents
To further ease public inconvenience, the government has also extended relief to residents of neighboring states living within a 5 km radius of Himachal borders. These individuals can now avail concessional passes, with the entry tax reduced from Rs 130 to Rs 100.
Focus on Smooth Implementation
Authorities have informed toll operators about the revised rates to prevent confusion and avoid incidents of overcharging, which were widely reported just days earlier at key entry points like Baddi and Parwanoo.
Despite earlier reductions announced on March 31, several complaints surfaced alleging that toll staff continued to charge higher rates, creating frustration among commuters and transporters.
What Lies Ahead
While the revised tax structure is expected to bring immediate relief, the real challenge lies in its effective implementation. Ensuring smooth traffic flow and preventing disruptions at inter-state barriers—especially in industrial hubs like Baddi-Barotiwala-Nalagarh and Parwanoo in Solan district—will be crucial in the coming days.
