In a major development in the mysterious death case of Himachal Pradesh Power Corporation Limited (HPPCL) Chief Engineer Vimal Negi, the Central Bureau of Investigation (CBI) has filed its first chargesheet, bringing the long-running investigation a significant step closer to trial.

The chargesheet has been submitted before the Special CBI Court, marking a crucial turning point in a case that sparked widespread public outrage and raised serious questions about workplace pressure and accountability within government institutions.

According to officials, the CBI has named three individuals in its chargesheet — former HPPCL Managing Director Harikesh Meena, former Director Desh Raj, and Assistant Sub Inspector (ASI) Pankaj Sharma. All accused are expected to present their defence in court through their legal representatives in the coming hearings.

The court has scheduled the next hearing for April 28, 2026, where further proceedings in the case will take place.

Background of the Case

The case dates back to March 18, 2025, when Vimal Negi’s body was recovered from Gobind Sagar Lake in Bilaspur district of Himachal Pradesh. The shocking discovery led to a wave of grief and anger, especially after Negi’s family alleged that he was subjected to prolonged mental harassment by senior officials, which they believe drove him to take the extreme step.

As public pressure mounted, the Himachal Pradesh High Court transferred the investigation to the CBI in May 2025 to ensure a fair and transparent probe.

Why This Case Matters

This case has not only drawn attention due to the involvement of senior officials but has also highlighted concerns around workplace stress, alleged harassment, and institutional responsibility. For many, it represents a fight for justice and accountability within the system.

With the filing of the chargesheet, the focus now shifts to the courtroom, where evidence will be examined and the truth behind the tragic incident will be contested.
