In a move that has sparked intense political drama, the Himachal Pradesh Assembly has passed a controversial bill allowing the state government to impose a cess of up to 5 per litre on petrol and diesel.

The decision didn’t come quietly. Heated arguments, sharp exchanges, and strong reactions from both sides dominated the session, reflecting how sensitive fuel prices remain for the public.

💬 Government’s Stand: “For Welfare, Not Burden”

Chief Minister Sukhvinder Singh Sukhu defended the move, making it clear that the cess is not fixed at ₹5 but is simply an upper limit.

According to him, even a minimal levy—like a few paise—could be imposed within this cap. The goal, he emphasized, is to create a dedicated fund to support vulnerable groups such as orphans and widows.

He stated that the intention is simple:
👉 “No orphan or widow in the state should feel helpless. They deserve dignity and support.”

Sukhu also shifted the spotlight to the central government, arguing that a significant portion of fuel prices already comes from union taxes. He questioned why welfare-driven initiatives are being opposed.


⚠️ Opposition’s Reaction: “Common Man Will Pay the Price”

The Opposition, led by the Bharatiya Janata Party, didn’t hold back.

Senior BJP leader Randhir Sharma warned that the additional cess could push petrol prices beyond 100 per litre and diesel close to 90—directly impacting everyday life.

Their core concern?
👉 Rising fuel prices don’t just affect drivers—they increase the cost of everything.

From vegetables to milk, transportation costs ripple through the entire economy, eventually hitting the pockets of common citizens.


🚛 Bigger Concerns: Transport, Border Areas & Business Impact

BJP MLA Trilok Jamwal highlighted a practical issue—transporters.

Bilaspur, known for its trucking network, could see commercial vehicles refuelling outside the state to save money. If that happens, Himachal might actually lose revenue instead of gaining it.

Former state BJP president Satpal Satti added another concern—petrol pumps in border areas could suffer major losses as customers shift to neighbouring states like Punjab, Haryana, and Chandigarh for cheaper fuel.


🌍 Economic Pressure & Global Factors

Leader of Opposition Jai Ram Thakur pointed out that global tensions, especially in West Asia, could further increase fuel prices.

His argument was clear:
👉 This is not the right time to add more burden when prices are already volatile worldwide.


⚖️ What Happens Next?

Despite strong protests and demands to withdraw the proposal, the bill has officially been passed. This means the state government now has the authority to impose the cess anytime within the defined limit.

However, one key detail remains:
👉 The actual increase in fuel prices will depend on how much cess the government decides to not necessarily the full 5.
