One of the biggest concerns highlighted by Thakur is the government’s decision to defer a portion of salaries for ministers, legislators, and government employees for the next six months. He pointed out that while salaries cannot legally be reduced without declaring a financial emergency, such deferment signals that the state may already be under significant financial stress.
“This move feels like a step just before a financial emergency,” Thakur remarked, suggesting that the government’s financial position might be more fragile than it appears.
Adding to the concern, Thakur criticized the size of the current Budget, noting that it is nearly ₹3,500 crore smaller than last year’s. Drawing from his long political experience, he said this is the first time he has seen a Budget shrink instead of grow. According to him, this reduction reflects the tough economic challenges the state is currently facing.
The rising fiscal deficit is another red flag. Thakur emphasized that the funds allocated for capital expenditure — which directly impacts development and infrastructure — have dropped significantly. “For the first time, less than ₹20 out of every ₹100 is being spent on development work,” he said, indicating that growth activities may slow down in the coming months.
He also questioned the effectiveness of the Budget speech, noting that despite lasting over four hours, it lacked impactful announcements or a clear roadmap for the state’s future.
