In a move that has caught many political observers off guard, the Congress party has announced Anurag Sharma, the District Congress Committee (DCC) president of Kangra, as its candidate for the upcoming Rajya Sabha election from Himachal Pradesh scheduled on March 16.

The decision came as a surprise to many within political circles. Until the official announcement on Thursday morning, speculation had largely centred around several senior and nationally known leaders, including Anand Sharma, Pratibha Singh, Pawan Khera and Rajni Patil. Anurag Sharma’s name had not featured prominently in the discussions leading up to the announcement.

Political insiders believe the selection reflects a carefully planned strategy by Chief Minister Sukhvinder Singh Sukhu, who reportedly kept the decision closely guarded until the final moment.

A Loyalist with Long Congress Roots

Anurag Sharma, 46, belongs to Bir village in the Baijnath Assembly segment of Kangra district. He is widely known within party circles as a loyal supporter of the Chief Minister and has spent more than two decades working within the Congress organisation.

His political journey began during his student days when he was associated with the National Students’ Union of India (NSUI). He later worked with the Indian Youth Congress and gradually took on several organisational responsibilities at both district and state levels.

Over the years, Sharma has built a reputation as a dedicated grassroots leader who remained committed to the party even without holding major political office.

Caste and Regional Balance in Focus

Interestingly, Sharma belongs to the same Brahmin community and the same Baijnath constituency as Indu Goswami, the outgoing Rajya Sabha MP whose term is ending.

Political analysts believe this choice could also help the Congress counter the growing influence of Sudhir Sharma, the BJP MLA from Dharamsala who had earlier defected from the Congress and has been projecting himself as a key Brahmin leader in the state.

Party insiders say the decision is part of a broader strategy by the Sukhu government to maintain regional and caste balance within the state’s political structure.

Kangra Representation a Key Factor

Kangra district, the largest in Himachal Pradesh with 15 Assembly constituencies, has often raised concerns about insufficient representation in the state government.

At present, only two ministers from the district — Chander Kumar and Yadvinder Goma — are part of the Himachal Pradesh cabinet.

By nominating a Brahmin leader from Kangra for the Rajya Sabha, the Congress appears to be addressing these concerns while also strengthening its political base in the region ahead of the 2027 Assembly elections.

Political Background and Family Legacy

Anurag Sharma also comes from a politically active family. His father was a well-known Congress leader in the Baijnath region, which helped shape Sharma’s early exposure to politics.

Interestingly, Baijnath Assembly seat is currently reserved for Scheduled Castes, which prevents Sharma from contesting Assembly elections. In this context, the Rajya Sabha nomination provides him with an important opportunity for political advancement.

A Sign of Generational Change

Many political observers view Sharma’s nomination as a signal that the Congress leadership is willing to promote younger leaders who have shown loyalty and commitment to the organisation.

At a time when parties across the country are debating leadership renewal, the decision to back Anurag Sharma could reflect the Congress’s effort to bring in a new generation of leaders while maintaining organisational stability.
