Himachal Pradesh : Transport Department blacklists 718 vehicles over pending challans worth ₹40 lakh

In a major crackdown on habitual traffic violators, the Himachal Pradesh Transport Department has blacklisted 718 vehicles across Kangra, Chamba, Una and Hamirpur districts for repeatedly flouting transport rules and failing to clear pending challans amounting to over ₹40 lakh.

According to official data, 562 vehicles relate to the 2024–25 financial year, involving more than 900 pending challans, while another 156 vehicles have been blacklisted for violations recorded during the ongoing 2025–26 financial year.

The enforcement action has been carried out by the Transport Department’s Flying Squad, North Zone, Dharamsala, which oversees operations in the four districts.

As per regulations, once a vehicle is blacklisted, it cannot be passed for commercial use, sold, transferred or used for any transport-related purpose. Officials said that if any blacklisted vehicle is found operating on the roads, the owner will face double penalties. Continued non-compliance could lead to bond proceedings and even seizure of the vehicle.

The drive has also brought several private Volvo buses under scrutiny. Most of the challans issued against these buses relate to operating without valid permits, evasion of state taxes, failure to maintain passenger lists and illegally picking up passengers despite being registered as contract carriages.

The department said the action aims to ensure stricter compliance with transport regulations and enhance road safety across the region.
