Himachal Pradesh : Mahila Mandals spearhead protest against prepaid smart meters in Baijnath

Defying biting cold and heavy rain, hundreds of women from Mahila Mandals, along with members of local self-help groups and non-governmental organisations, staged a massive protest in Baijnath on Tuesday against the installation of prepaid smart electricity meters in the region.

Mahila Mandals lead stir against prepaid smart meters in Baijnath Despite biting cold and heavy rain, hundreds of members of Mahila Mandals from the Baijnath block, along with representatives of local self-help groups and various non-governmental organisations, on Tuesday staged a massive protest against the installation of prepaid smart electricity meters in the Baijnath region. The protesters assembled in the main markets of Baijnath, raising slogans against the ongoing installation of smart meters. They alleged that the move marked the beginning of privatisation of electricity distribution and a gradual withdrawal of domestic power subsidies, which would adversely affect common consumers. Later, the demonstrators marched through various streets of the town and submitted a memorandum to Chief Minister Sukhvinder Singh Sukhu through Baijnath Sub-Divisional Magistrate (SDM) Sankalp Gautam. A rally was also held outside the SDM office. Addressing the gathering, speakers claimed that prepaid smart meters would not benefit ordinary consumers and would instead provide financial gains to a few corporate entities involved in the project. They alleged that once installed, consumers would be subjected to arbitrary practices by private companies. The protesters demanded that the state government convene general meetings in all gram panchayats to sensitise people about the functioning and billing pattern of smart meters. They alleged that the meters were being installed in an unplanned manner without adequately educating consumers. Serious allegations were also levelled against installation agencies, with protesters claiming that company employees were entering private premises without consent and forcibly installing smart meters against the wishes of consumers. Mahila Mandal office-bearers warned that if the Himachal Pradesh State Electricity Board Limited (HPSEBL) attempted to impose installations through private companies, the meters would be removed and thrown out. Vowing not to allow the installation of prepaid smart meters under any circumstances, the protesters pointed out that the state government was replacing existing electronic meters under the Revamped Distribution Sector Scheme. Highlighting practical difficulties, they said a large number of rural consumers were economically weak and unfamiliar with smartphones, relying instead on basic keypad mobile phones. They alleged that such consumers could be exploited by Lok Mitra Kendras for bill generation and meter recharge services. The protesters further claimed that prepaid smart meters would be detrimental to rural consumers as internet connectivity is required for advance recharge and power supply would be automatically disconnected once the balance is exhausted. Concerns were also raised over inflated electricity bills and an increased financial burden on households. Appealing to the CM, the protesters demanded an immediate halt to the forcible installation of smart meters against public will, warning that the issue could have political repercussions in the upcoming panchayat elections and the 2027 Assembly elections.

They alleged that the introduction of smart meters was a step towards the privatisation of electricity distribution and a gradual withdrawal of domestic power subsidies, which could adversely affect common consumers.

Later, the demonstrators marched through the town and submitted a memorandum addressed to Chief Minister Sukhvinder Singh Sukhu through Baijnath Sub-Divisional Magistrate Sankalp Gautam. A rally was also organised outside the SDM office.

Addressing the gathering, several speakers claimed that prepaid smart meters would not benefit ordinary households and would instead favour private companies involved in the project. They expressed apprehension that consumers could face arbitrary billing practices once the system is fully implemented.

The protesters demanded that the state government hold awareness meetings in all gram panchayats to educate residents about the functioning and billing mechanism of the smart meters. They alleged that installations were being carried out without proper consultation or sensitisation of consumers.

Serious allegations were also levelled against installation agencies, with demonstrators claiming that company staff were entering private premises without consent and installing meters forcibly. Mahila Mandal representatives warned that if such practices continued, residents would remove the meters themselves.

Highlighting challenges faced by rural households, the protesters said many consumers lack smartphones and reliable internet connectivity, making it difficult to recharge prepaid meters. They feared this could lead to exploitation at Lok Mitra Kendras and automatic power disconnections when balances run out, adding to the financial burden on families.

Calling for an immediate halt to the installations, the protesters urged the government to reconsider the move and warned that public resentment over the issue could have political repercussions in upcoming panchayat and Assembly elections.
