Chief Minister Sukhvinder Singh Sukhu on Tuesday said the state government has reduced annual support costs for electricity billing and Enterprise Resource Planning (ERP) services of the Himachal Pradesh State Electricity Board Limited (HPSEBL) by nearly 46 per cent through digitisation and a shift to competitive, transparent bidding.

“The annual cost for support services has been brought down to Rs 6.68 crore from Rs 12.29 crore, resulting in direct savings of around Rs 5.61 crore every year,” the Chief Minister said.

Sukhu said the digitisation initiative was aimed at empowering nearly 29 lakh domestic and industrial consumers across Himachal Pradesh by making electricity services more accessible, efficient and transparent.

“The government is committed to delivering governance at the doorstep of citizens. From online applications for new electricity connections to smart billing and prepaid services, people no longer need to navigate bureaucratic hurdles for basic utilities,” he said.

The Chief Minister added that HPSEBL has strengthened consumer services through end-to-end digitisation, enabling online applications, bill payments, complaint registration and faster grievance redressal. These measures, he said, have significantly reduced delays while improving efficiency and transparency.

To improve the financial health of the power utility, Sukhu said the government is also focusing on reducing aggregate technical and commercial (AT&C) losses, ensuring timely billing and collections through smart and prepaid metering, plugging revenue leakages and rationalising operational costs.

He said the reforms were part of the state government’s broader push to modernise public utilities while ensuring fiscal discipline and better service delivery to consumers.
