Himachal Pradesh News : Himachal Governor urges young auditors to view CAG as catalyst for systemic reform
Himachal Governor Shiv Pratap Shukla called the CAG a key instrument of systemic reform while addressing IAAS officer trainees at the National Academy of Audit and Accounts in Shimla.
Himachal Pradesh Governor Shiv Pratap Shukla on Thursday described the Comptroller and Auditor General (CAG) of India as a vital constitutional authority responsible for safeguarding public resources and ensuring financial accountability in governance.
Addressing the inaugural ceremony of the 2025 batch of officer trainees of the Indian Audit and Accounts Service (IAAS), along with officers from Bhutan and the Maldives, at the National Academy of Audit and Accounts (NAAA), Yarrows, Shimla, the Governor underscored the constitutional stature of the CAG. He noted that the office has been regarded as one of the most important constitutional institutions since the framing of the Constitution, with its independence and credibility forming the backbone of transparent and accountable governance.
Shukla urged the young officers to engage continuously with stakeholders and focus on strengthening financial accountability and reporting mechanisms, particularly at the grassroots level. “Every audit has the potential to bring about systemic improvement, reinforce governance structures and enhance the quality of public service delivery,” he said.
Highlighting the international standing of the CAG of India, the Governor said its role in auditing global institutions such as the United Nations and the World Health Organisation reflects India’s growing credibility and soft power on the world stage. He emphasised that the responsibilities of auditors extend beyond financial scrutiny to becoming agents of reform and efficiency in public administration.
Recalling the rich legacy of the NAAA since its establishment in 1950, Shukla said the academy has played a pivotal role in promoting financial discipline, transparency and good governance in the country. He said it was a matter of pride for the trainees to begin their professional journey at such a prestigious institution.
Stressing the need for continuous learning in a rapidly evolving world, the Governor highlighted the expanding role of technology in modern auditing. He encouraged officers to adopt advanced analytical tools to make audits more focused, effective and outcome-oriented.
On the ethical dimension of public service, Shukla said true fulfilment lies in serving the poor and marginalised with empathy and sensitivity. By upholding integrity, compassion and professional competence, he said, officers would not only strengthen the audit and accounts system but also contribute meaningfully to nation-building.
Director-General of NAAA, S Alok, also addressed the trainees and advised them to work with discipline and dedication, reminding them that the nation has high expectations from the service.
