Himachal Pradesh has emerged as a frontrunner in digital governance, earning national recognition for its citizen-focused service delivery. The state government has been conferred the prestigious ‘People’s First Integration Award’ by the Ministry of Electronics and Information Technology (MeitY) for excellence in citizen-centric digital service integration.

The award was presented to Ashish Singhmar, Secretary of the Department of Digital Technology and Governance (DDTG), Himachal Pradesh, at the National Workshop and Conference on DigiLocker 2025 held in New Delhi on November 4, 2025. The award was conferred in the presence of the Secretary, MeitY, along with the Additional Secretary/Director General, NIC, and the CEO, NeGD.

The DDTG was recognized for successfully integrating 51 Himseva (e-District) services, along with the Him Parivar and Him Access Card, onto the DigiLocker platform—a milestone in the state’s digital transformation journey.

This achievement underscores the successful realization of Chief Minister Thakur Sukhvinder Singh Sukhu’s vision through the Him Parivar and Him Access initiatives, aimed at creating a transparent, efficient, and inclusive digital ecosystem for every citizen.

Congratulating the department, Gokul Butel, Principal Advisor to the Chief Minister (IT & Innovation), said the recognition highlights the government’s commitment to promoting digital inclusion and citizen empowerment through innovation and technology.

Dr. Nipun Jindal, Director of DDTG, noted that the department has worked in mission mode to integrate 53 types of citizen certificates and documents with the DigiLocker platform. These include Him Parivar, Him Access Card, Bonafide Himachali Certificate, Family Register Extract, Residence Certificate, Income Certificate, Character Certificate, and various services provided through the Himseva (e-District) portal.

This integration ensures seamless, efficient, and transparent access to government services, enabling a secure and unified digital ecosystem with minimal documentation requirements.

At the national level, this recognition showcases Himachal Pradesh’s leadership in leveraging technology for swift, simple, inclusive, and citizen-first service delivery, setting a new benchmark for digital governance in India.
