Action Will Be Taken Against Contractors Dumping Debris Outside Approved Sites: Himachal Minister
Public Works Minister Vikramaditya Singh today announced that strict action will be taken against contractors who dump construction debris outside the approved dumping sites.
The minister stated, “In some places, it has been observed that contractors, in an effort to save time and money, are disposing of debris outside the designated sites. This debris often ends up in rivers and streams. Our department will take strict action against anyone found engaging in such practices.”
Vikramaditya Singh also identified blocked culverts along roads as another major factor contributing to increased damage during heavy rainfall and cloudbursts. He explained, “If there are five or ten culverts along a 10-kilometer stretch, often only one remains functional. When a stream is blocked, water finds alternate paths, causing significant destruction. We will work on clearing these blocked culverts.”
The minister further revealed that many roads in rural areas have been constructed without obtaining clearance under the Forest Conservation Act (FCA), resulting in considerable harm to the environment. He added, “If such cases come to light, the responsible officials will be held accountable and charge sheets will be filed by the department.”
Acknowledging the pressure on legislators to expand road networks in their constituencies, he said, “Violations have occurred across governments. Given how frequently and destructively natural disasters have affected the state, it is time that we prioritize environmental protection. Development that comes at the cost of nature’s destruction is meaningless.”
The minister also cautioned against unnecessary infrastructure projects like roads and ropeways near religious sites such as Manimahesh, Churdhar, and Baijnath Mahadev. “People are opposed to such developments, and the government must respect public sentiment,” he said.
He further emphasized that the number of visitors to these sites should be regulated within a set limit to ensure sustainable management.
