Shimla, June 28:
The Himachal Pradesh Cabinet, chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, took several significant decisions during its meeting held in Shimla today. Among the most notable was the approval to reclassify posts under Pay Level-11 from Group-B to Group-C. With this move, only bonafide Himachalis will now be eligible to apply for these positions.
Earlier, these posts fell under Group-B and were filled through the Himachal Pradesh Public Service Commission, making them open to applicants from across the country. Following reclassification, they will now be recruited under Group-C rules via the Himachal Pradesh Staff Selection Commission, restricting eligibility to permanent residents of the state.
Revised Pay & Dairy Subsidy
The Cabinet also approved a monthly stipend hike for approximately 5,000 Multi-Task Workers (MTWs) in the Public Works Department, raising their honorarium from ₹5,000 to ₹5,500.
In a major boost to dairy farmers, the government announced a Milk Incentive Scheme for those supplying milk to non-government dairy cooperative societies. Under this scheme, eligible farmers will receive a direct benefit transfer (DBT) subsidy of ₹3 per litre.
Tourism Push: HPTDC HQ to Move to Dharamshala
In a step aimed at decentralizing administration and promoting regional balance, the Cabinet approved the relocation of the Himachal Pradesh Tourism Development Corporation (HPTDC) headquarters from Shimla to Dharamshala. This aligns with the government’s move to designate Kangra as the ‘Tourism Capital’ of Himachal, and is also expected to reduce congestion in Shimla.
Employment & Energy Initiatives
Approval was granted for the creation and filling of 101 new posts in the police lines at Dehra, district Kangra.
To promote self-employment and reduce dependency on conventional energy sources, the Cabinet sanctioned interest subsidies for solar energy projects. These include:
The Cabinet also cleared the signing of an MoU between HIMURJA and selected village panchayats for setting up 500 kW solar plants in 100 panchayats. Each project is expected to generate approximately ₹25 lakh per month in revenue, which will be distributed as follows:

30% to HIMURJA

20% to the state government

40% to the respective panchayats

An additional 10% will be earmarked for welfare of orphans and widows through the panchayats.
Disaster Preparedness
In a significant disaster response measure, the Cabinet approved the establishment of Emergency Response Centres in all 3,645 panchayats. These centres will ensure swift and effective action during natural disasters, with the aim of minimizing loss to life and property.
