Sukhu Government Takes Tough Stance: Protesting Teachers in Himachal to Face Suspension

The Himachal Pradesh government, led by Chief Minister Sukhvinder Singh Sukhu, has adopted a firm stance against elementary teachers protesting the restructuring of the Education Department. The government has issued clear instructions to identify teachers participating in demonstrations and initiate disciplinary action against them. Teachers refusing to perform online duties or mark attendance could face strict measures, including possible termination from service.
The Directorate of Education had earlier issued a warning to the agitating Primary Teachers’ Association, advising them to refrain from any form of protest. The directive clearly stated that the restructuring of directorates is a policy decision of the government, which all government employees are duty-bound to follow.
Serious Displeasure Over Defiance of Government Orders
Despite repeated instructions, teachers proceeded with public demonstrations and made open statements against government policies. Some were reported to have made inappropriate and offensive remarks against the government and departmental officials, which has been taken very seriously.
The state government emphasized that employee associations are expected to protect the service interests of their members—not openly criticize policy decisions. The government has reiterated that the restructuring exercise will not adversely affect the service conditions or promotion prospects of teachers. Nevertheless, participation in protests has been categorized as a breach of discipline.
Strict Action Ordered Against Protesting Teachers
Authorities have been directed to identify teachers who participated in the protests. Their absence will be recorded as “dies-non,” resulting in salary deductions without affecting service continuity. Additionally, teachers making derogatory public remarks against government policies are to be immediately suspended, with disciplinary proceedings initiated against them.
Non-Cooperation in Online and Mid-Day Meal Duties to Invite Penalties
It has come to the government’s notice that some teachers and union leaders have called for a boycott of online duties, attendance registration, and Mid-Day Meal responsibilities. Such acts are being treated as blatant defiance of official orders. The government has warned that any teacher failing to comply will face stringent action.
All Deputy Directors have been instructed to monitor the situation closely. Teachers who refuse to obey government or departmental directives will face proceedings for compulsory retirement under Rule 56(j) of the Central Civil Services (Pension) Rules. In cases where Rule 56(j) does not apply, teachers will be issued strict warnings, and if non-compliance continues, they will face suspension and disciplinary action.
In a letter signed by Education Secretary Rakesh Kanwar (IAS), it has been made clear that the state government will not tolerate indiscipline against its policy decisions under any circumstances. Officials have been directed to act promptly and report compliance to the headquarters.
