Shimla, March 19: The issue of chitta (a powerful form of heroin) smuggling in Himachal Pradesh has reached alarming levels, with the shocking revelation that more than 60 government employees in the state have been found involved in the illicit trade. Chief Minister Sukhvinder Singh Sukhu disclosed this startling information during the Assembly session on Wednesday, highlighting the growing menace of drugs in the region and the significant role that certain members of the government machinery have played in perpetuating the crisis.

Speaking during the Question Hour, Chief Minister Sukhu announced that the state government is implementing a strict “zero tolerance” policy toward drug-related activities, pledging decisive action against all those involved, including government employees. The revelation has further fueled concerns about the depth of the drug problem and the need for robust measures to address it.

A Growing Crisis

Himachal Pradesh, once considered a tranquil hill state, has seen a dramatic rise in the smuggling and consumption of chitta over the past few years. In recent times, the state has become a hotspot for the drug trade, with young people particularly vulnerable to addiction. CM Sukhu highlighted that the state has registered 4,780 cases of chitta smuggling over the past three years alone, with 38 young lives lost due to drug overdoses.

The Chief Minister pointed out that the state government’s efforts have already led to a 30 percent reduction in chitta smuggling cases since the current administration took office. He credited this improvement to an aggressive stance against the drug mafia, including demolishing the house of a major smuggler and seizing the properties of 17 other individuals involved in the trade. Despite these efforts, the challenge of curbing the drug epidemic remains a significant concern.

“The involvement of government employees in chitta smuggling is an indication of how deep-rooted this issue has become in our state,” Sukhu said, condemning the participation of those in positions of trust. He assured the Assembly that the state would not hesitate to take action against anyone found guilty, regardless of their status or position.

A Multi-Pronged Approach to Combat the Drug Menace

In response to the growing problem, the Himachal Pradesh government is launching a series of initiatives to tackle the drug epidemic. The establishment of a state-of-the-art de-addiction and rehabilitation center in Kotla Khurd in Solan district is one of the cornerstone projects. This facility aims to provide comprehensive support to individuals struggling with addiction, offering medical treatment, counseling, and rehabilitation services to help them recover and reintegrate into society.

Additionally, a special task force is being formed to focus on eliminating the roots of drug addiction in the state. The task force will carry out targeted campaigns aimed at raising awareness about the dangers of drug abuse, while also working to dismantle drug cartels operating in the region. “We will not rest until the drug problem in Himachal Pradesh is brought under control,” Sukhu emphasized, announcing that the state will also be introducing the Anti-Drug Act in the upcoming budget session. This law will provide the legal framework necessary for more stringent action against drug trafficking and addiction.

The government is also focusing on preventive measures, particularly among the youth. Sukhu stated that the state will work to identify drug-addicted students in schools and colleges, enabling timely intervention to prevent them from falling deeper into addiction. This proactive approach aims to protect the younger generation and curb the rising trend of drug abuse before it becomes irreversible.

Political Debate and Opposition Criticism

The disclosure about government employees’ involvement in chitta smuggling has not gone unnoticed in the political arena. Opposition members seized the opportunity to question the effectiveness of the government’s actions. Leader of the Opposition in the Assembly, Jairam Thakur, challenged the Chief Minister’s claim of a 30 percent reduction in smuggling cases, demanding concrete data to support the assertion. He also questioned why, despite the government’s efforts, a significant number of youth in the state continue to fall victim to drugs.

Thakur’s remarks reflected the growing frustration among the opposition parties, who accuse the state government of not doing enough to address the root causes of the drug problem. “If the government’s actions are truly so effective, then why are so many youth still falling prey to drugs? The state’s drug crisis is far from over,” Thakur remarked during the session.

In response, CM Sukhu reaffirmed that the government’s approach is having a positive impact. He pointed to the fact that prisons in the state are now filled with drug smugglers, underscoring the state’s aggressive stance on cracking down on the trade. “We are taking the strictest action against drug dealers to date,” Sukhu asserted, highlighting that many parents have come forward to file complaints with the police in an effort to protect their children from addiction.

Public Reaction and Growing Concern

The revelation about the involvement of government employees in chitta smuggling has sparked public outrage, with many residents questioning the integrity of public institutions. The fact that individuals within the government, who are entrusted with upholding the law, are implicated in such activities has eroded public trust and added to the urgency of addressing the drug problem.

Community leaders and social activists have called for greater transparency and accountability from the state government. Many believe that a cultural shift is needed to tackle the drug problem effectively. This includes providing better education on the dangers of drug use, improving access to rehabilitation services, and creating more job opportunities to reduce the allure of the drug trade.

At the same time, there is growing support for the government’s initiatives, particularly the establishment of the de-addiction center and the formation of the task force. Local residents hope that these measures, coupled with the introduction of tougher laws and more stringent enforcement, will help turn the tide against the drug epidemic.

Looking Ahead

The road ahead for Himachal Pradesh in combating the drug crisis is undoubtedly challenging, but the state government has made it clear that it is committed to a zero-tolerance approach to drug smuggling and addiction. The involvement of government employees in the drug trade has only heightened the urgency of this issue, and the public expects swift action to hold the guilty parties accountable.

As the state government moves forward with its plans, the success of these efforts will depend on the active involvement of law enforcement, community leaders, and citizens. Only through collective action can Himachal Pradesh hope to overcome its ongoing drug crisis and safeguard the future of its youth.
