Shimla, March 07: All new students taking admission in Himachal Pradesh University (HPU) will now have to furnish an affidavit that they do not take drugs in a significant move against drug-abuse among students. The decision to introduce this new policy was made at the 35th meeting of the Himachal Pradesh University Court, which was convened here on Tuesday under the chairmanship of Governor and Chancellor Shiv Pratap Shukla.
These include the trend of drug addiction among young people in the region. The data will also be shared with the parents of new students as awareness letters or e-mails will also be sent to them from the university administration requesting them to help in the drive. “As the drug addiction is increasing rampantly in the society, educational institutions and particularly the universities should take initiatives to control this menace,” — Governor Shukla. He stated that a major responsibility of universities was to make people good citizens who contribute to the betterment of society and the country rather than deliver degrees.
The Governor emphasized that tackling drug abuse at the college level is a critical step, given that educational institutions play a pivotal role in shaping young minds and steering them in the right direction. He also urged the administration and students to combine their effective contribution in order to keep the university drug free.

Governor also spoke about other key issues besides the anti-drug effort during the meeting. These consisted of enhancing the quality of the education, encouraging moral values, a drug-free Himachal and intertwining education with employment and entrepreneurship. He also pointed out the need of environment protection, integration of digital education and improving research activities in university.
He instructed the university administration to maintain the momentum of delivery in these areas and to manage the timely submission of the annual report and accounts. He said the University Court would be key in deciding the policies and programs that would guide the institution and education system into the future.
Accomplishments and Progress at the University
At the meeting, Vice Chancellor Prof. S.P. Bansal welcomed the Governor and gave an account of the university’s achievements and development activities underway. Prof. Bansal further mentioned that the university has approximately 8,000 students on campus and 1,300 PhD scholars. He also noted the university has raised about Rs 123 crore through different sources and this has helped in promoting research and development (R&D) as part of the National Education Policy.
“The university is striving to increase research output and improve infrastructure for the creation of a conducive environment for the students,” the Vice Chancellor said. He said the university would remain committed to quality education and student welfare as it rolled out the new anti-drug policies.
