Transfer and Additional Charge orders of Administrative Heads by Himachal Government

Shimla, February 18: The Himachal Pradesh government has ordered transfer and posting of two HAS officers with immediate effect. With their fresh and innovative mindset, the reshuffle is likely to add leverage in the functionality of different ministries in the government.

Through a notification, the state government stated that Vinay Modi, Additional Director posted in Revenue Training Institute in Jogindernagar, District Mandi, has been appointed as the Member Secretary of the Himachal Pradesh State Commissioner SC Headquarters in Una. In this new capacity, Modi will replace Virendra Sharma, an HAS officer who was officiating the role in addition to his assignment as Assistant Commissioner (AC) to the Deputy Commissioner (DC) of Una. The extra work was in addition to all the district work which needed to happen but now with Modi being reassigned, Virendra Sharma has had this work taken off of his plate.

In a another significant development, Sanjay Kumar, Officer on Special Duty (OSD) in the Department of Sainik Welfare of Hamirpur has been transferred to Joint Secretary in Revenue Training Institute Jogindernagar. The government hopes that this will allow for better management and streamlining of training programs in the revenue department that form an important part of the state’s administrative setup.

It also posted HAS officer Deepti Mandhotra, who is working as the Secretary of Himachal Pradesh Ex-Servicemen Corporation in Hamirpur, as OSD in the Sainik Welfare Department of Hamirpur. Mandhotra’s appointment will ensure that the welfare and all other issues of ex-servicemen and their families are effectively brought before the decision-makers and his appointment is part of the government to continue its focus for the welfare of the ex-servicemen and their families.

Apart from the changes in the HAS cadre, there were also significant changes in the Himachal Pradesh Secretariat Service. Ritu Raj, who was the Additional Secretary, Home Department has been made Additional Secretary, AYUSH Department to look after administration and promotion of Ayurveda, Yoga, Unani, Siddha and Homeopathy in the state. This transference is intended to bolster the state’s commitment to alternative health care modalities and their inclusion within the public health systems.

The transfer also includes Manmohan Chopra, the AYUSH Department Under Secretary, who has been moved to the Home Department as Under Secretary. This change has been made so that his experience in handling important administrative issues could be brought in the Home Department which deals with the important work of India related to internal security, law and order and disaster management.

The reason why these changes on the administrative level are significant is that the state government is only keen to ensure that its various departments are running smoothly and people of Himachal Pradesh are receiving good governance. This is to enhance coordination and tackle some of the new challenges in the governing of the state.

Therefore, these movements will be done in order to make effective use of the officers available at their services and run the administration as a whole to provide timely response for the citizens.

The Himachal Pradesh government is optimistic about a sedate and responsive governance system with these changes, which is increasingly needed in the current scope of administration challenges.
