Himachal: Budget Session of Himachal Pradesh Assembly Starts on March 10; CM Sukhu to Present Budget on March 17

The notification for the budget session of the Himachal Pradesh Legislative Assembly has been issued, it will be from March 10 to March 28. There will be a total of 16 meetings in this period. The notification was issued upon approval from the Governor of Himachal Pradesh by the Assembly Secretariat. The first session will start with the Governor address on 10th March at 2:00 pm.

Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania stated that the session would begin with the traditional address of the Governor on the first day of the budget session. Chief Minister Sukhvinder Singh Sukhu will be presenting the state’s budget for 2025-2026 during the next session to be held on March 12. The budget is scheduled to be presented in the House on March 17.

Important Dates and Processes Throughout the Budget Session

Several key events and discussions will take place during the session. The motion of thanks for the Governor’s address will be moved on March 11. A debate relating to this motion will be held on 12th and 13th of March and the same motion will be ratified on 13th March. March 14 will be off on the occasion of the Holi festival.

After the Governor’s address, Chief Minister Sukhu will table the budget estimates for the next financial year on March 17. The general discussion on budget estimates will be held from March 18 to March 20 and will be wrapped up on March 21. The actual discussions regarding the demands for grants and estimates of expenditure will be held from March 24 to March 26. The Appropriation Bill required for the state’s financial affairs will be taken up and passed on March 26. The Speaker further notified that March 22 and March 27 will be working days of non-official members.

Expect an Explosive Budget Session

It is expected to be a heated budget session this year, with the main opposition party, Bharatiya Janata Party (BJP), set to launch a full-fledged onslaught against the state government. BJP leaders feel the party will raise many issues during the session and they are not happy with the way state is functioning. In a statement aimed at challenging the government’s policies, BJP MLAs recently hit the headlines by boycotting the priority meeting of the Assembly.

BJP leaders have already mentioned a host of key issues they propose to take up with the government, including the declining financial condition of the state, rising unemployment, law and order problems, illegal mining, smuggling of drugs and attack allegedly carried out by mining mafia on SDM, home stay policy and controversial water bills in rural areas. The BJP is likely to hold the government to account for what they say are the deteriorating conditions in these crucial sectors.

Congress To Gear Up For Opposition Strike

In reply to the opposition, the ruling Congress party of Chief Minister Sukhvinder Singh Sukhu has started working on counterattacks.s The Chief Minister has also mentioned that his government is taking many important steps to raise the social and economic standard of the state Himachal Pradesh. He emphasized that the Congress government has launched a series of guarantee schemes with the objective of uplifting the section of the population who are connected to the core issues of unemployment, education and health in the state.

Sukhu is still hopeful that his government will show its commitment to fulfilling its promises and face the state’s challenges in the budget session. “The initiatives introduced by the Congress government are essential for the long-term development and stability of the state,” he staunchly maintains.

All eyes on the floor of the Himachal Pradesh Legislature session as both sides, the government and the opposition gear up for a tough fight on the floor on Himachal Pradesh’s 2023 budget.
