Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, along with his Cabinet ministers and Congress MLAs, has announced their collective decision to forgo electricity subsidies to help address the financial challenges faced by the state’s electricity department. The Chief Minister officially submitted the necessary forms to Sanjay Gupta, Chairman of the Himachal Pradesh State Electricity Board (HPSEB), and called on wealthier citizens to do the same.

In a media address, CM Sukhu stressed the need for targeted subsidies, emphasizing that financial support should be directed only to those who genuinely need it. He urged affluent residents, particularly those with multiple electricity meters, to voluntarily give up their subsidies to support the state’s development. The public has been encouraged to opt-out through the HPSEB’s online portal, helplines (1100 or 1912), or by visiting their local electricity sub-division.

This decision comes as the state grapples with the growing financial strain on the electricity department. The government currently spends ₹2,200 crore annually on subsidies and ₹200 crore monthly on salaries and pensions for HPSEB employees. Despite these substantial expenditures, the department remains burdened by increasing debt, exacerbated by subsidy-heavy policies, rising operational costs, and delayed tariff revisions.

Electricity Department’s Financial Crisis

The HPSEB is facing a significant financial crisis, limiting its ability to invest in essential infrastructure and maintain reliable power supply. Officials have cited the long-standing issue of unsustainable subsidy policies and poor revenue collection as the primary causes of the board’s financial struggles.

CM Sukhu’s initiative is seen as a step towards easing this burden. By encouraging wealthier citizens to forgo subsidies, the government aims to redirect these funds towards much-needed infrastructure upgrades and rural electrification projects.

Cabinet members and Congress MLAs have expressed unanimous support for the Chief Minister’s decision after thorough discussions. This move is part of a broader effort by the state government to streamline subsidies and promote equitable financial practices.

The Chief Minister urged affluent individuals to set an example by opting out of subsidies, saying, “This is a collective responsibility. Together, we can ensure that resources are used effectively to benefit those who truly need them.”

As Himachal Pradesh continues to face fiscal challenges, the state government remains focused on fostering financial discipline and ensuring sustainable development.
