Shimla’s Traffic Crisis: A Struggle with Congestion, Parking and Overtourism
Residents and Tourists Endure Unmanageable Traffic as Shimla’s Infrastructure Fails to Keep Pace with Growth
Shimla, once hailed for its serene beauty and tranquil charm, now faces a growing crisis of traffic congestion, inadequate parking, and the overwhelming effects of overtourism. Despite rising taxes and administrative promises, the city’s infrastructure is struggling to cope with the increasing number of vehicles and tourists. This has resulted in long traffic jams and a lack of essential services, frustrating both residents and visitors alike.
Tourists are also feeling the strain of Shimla’s congested roads. During one particularly busy weekend this winter, over 60,000 vehicles entered the city, leading to massive traffic jams. Visitors found themselves stuck on Circular Road for hours, unable to reach their hotels in a timely manner. The elderly and children, in particular, suffered the most as they endured long waits in the traffic.
Parking Woes and Illegal Practices
Shimla’s parking infrastructure is struggling to meet the surging demand. The underutilized Tutikandi parking lot is not enough to accommodate the influx of vehicles, as many tourists prefer to drive into the city rather than park further away. This has led to severe overcrowding near popular areas like the lift area and the mall road. Illegal parking has become rampant, making it nearly impossible for two vehicles to pass through narrow streets.
Though police are taking action by issuing fines and removing illegally parked vehicles with cranes, these measures only provide temporary relief. The underlying issue—insufficient parking space—remains unresolved.
Overtourism: A Growing Burden
Shimla is also grappling with the challenges of overtourism, which is putting further strain on the city’s infrastructure. Recent figures show that an estimated 20,000 vehicles have entered the city each day over the past week, with some heading to upper Shimla and others remaining in the city. Popular tourist spots like Kufri are especially affected, and the congestion has become a daily occurrence. Shimla, originally built for a much smaller population, is now overwhelmed by the sheer volume of people and vehicles.

This increasing tourist load has raised concerns about Shimla’s long-term sustainability. The very characteristics that once made it a peaceful retreat are now being compromised, and its reputation as a serene hill station is under threat.
A Call for Action
The current state of affairs has left locals frustrated and visitors disappointed. Shimla’s growing traffic congestion and lack of parking have tarnished its image as a peaceful escape. The administration’s inability to manage the situation is turning the city into an overburdened space that struggles to maintain its charm.
Immediate action is needed to improve the city’s parking infrastructure, regulate the number of tourist vehicles, and promote sustainable tourism practices. Without timely intervention, Shimla risks losing its allure and may serve as a cautionary tale of the dangers of unplanned growth and excessive tourism.
