Shimla, December 26: The Himachal Pradesh government has announced a temporary freeze on the creation of new posts, the establishment of new institutions, and any upgrades to existing ones, due to financial constraints. This decision, which has been put into effect by the Finance Department, will remain in place for the next three months, covering the fourth quarter of the financial year from January to March 2024.

The state’s financial challenges have been exacerbated by a significant debt burden exceeding ₹75,000 crore, coupled with limited revenue generation. In light of these difficulties, the government is focusing on fiscal discipline, directing resources toward schemes that are already funded within the current budget.

An official from the Finance Department confirmed that exceptions to this freeze will be rare and will require special approval from Chief Minister Sukhvinder Singh Sukhu. The official emphasized that the priority is to manage financial resources prudently while fulfilling existing commitments.

Departments have been instructed to submit detailed proposals for the upcoming budget, including requests for new posts, institutions, or upgrades. Any new initiatives of this nature will be considered only in the next fiscal year. For now, the government intends to direct its efforts toward completing ongoing projects that are within the current financial capacity.

Himachal Pradesh’s growing reliance on loans has deepened the state’s financial troubles, leading to an increase in loan liabilities over the years. This temporary halt on new appointments and institutional developments is seen as a necessary step to stabilize the state’s economy and ensure that essential projects continue without disruption.
