Fire Department’s NOC Now Mandatory for Commercial Building Approvals in Himachal

Shimla, December 16: In a significant move to enhance fire safety in the state, the Himachal Pradesh government has made it mandatory for all commercial buildings—including industries, hotels, and other real estate projects—to obtain a No Objection Certificate (NOC) from the Fire Department before their construction plans are approved.

The Town and Country Planning (TCP) Department has issued directives to Deputy Commissioners, Municipal Corporation officials, SADA Chairmen, and Planning Officers, instructing them to strictly enforce this new regulation. A copy of the order has been sent to the relevant authorities, with clear instructions that without the NOC, no building map for commercial activities will be approved.

Previously, the Town and Country Planning Department relied on an undertaking to approve building plans, but in light of the growing number of fire incidents and related fatalities in Himachal, the government has amended the TCP rules to prioritize safety.

As per the new guidelines, TCP officials will now conduct joint site inspections with the fire department staff before approving building plans. The inspections will ensure that fire prevention measures are adequately implemented, including the installation of fire-fighting machinery and water pipelines within the walls of the building. Additionally, a water tank will be made mandatory for all such buildings. The Fire Department will issue an NOC only once these safety protocols are in place.

If any NOC is issued improperly by officials, both the TCP and the Fire Department will be held accountable. This step aims to ensure that fire safety is given top priority in the development of commercial properties across the state.
