Shimla, 03 December As the harsh winter months approach, Himachal Pradesh is taking proactive steps to mitigate the challenges posed by heavy snowfall, particularly in the state’s vulnerable areas. In a crucial meeting held in Shimla, Chief Secretary Prabodh Saxena led a review of the state’s preparedness for the winter season. The session, attended by departmental heads and Deputy Commissioners, focused on strengthening infrastructure, maintaining essential services, and ensuring timely responses to snowfall-induced disruptions.

Strengthening Snowfall Response: Focus on Infrastructure and Machinery

In the wake of frequent disruptions caused by heavy snowfall in previous years, the Chief Secretary stressed the importance of preemptive measures to tackle these challenges effectively. He directed authorities to identify high-risk areas based on past data and experiences, ensuring that critical machinery like bulldozers and snow cutters are deployed in advance.

“Preparation is key,” said Saxena, highlighting the need for conducting necessary repairs on snow clearance equipment to avoid delays during operations. This initiative aims to streamline snow removal, especially in districts such as Shimla, Manali, Lahaul-Spiti, and Kinnaur, which are prone to severe weather conditions during the winter.

Ensuring Continuity of Essential Services Amid Heavy Snowfall

The meeting underscored the urgency of maintaining vital services during the winter season. Road connectivity, power supply, healthcare, and access to schools are often severely impacted by heavy snow, and the state has faced prolonged isolation due to road closures and communication network failures in the past. Saxena emphasized the importance of prioritizing the functioning of hospitals, power and water supplies, and other essential services to avoid long-term disruptions.

The Chief Secretary also directed local administrations to ensure adequate stockpiles of food, fuel, and other essential supplies in areas that are likely to be cut off by snow. The timely availability of resources is crucial to minimizing the impact of isolation on residents, particularly in remote and high-altitude regions.

Strengthening Disaster Response: Pre-Positioning Rescue Teams

In addition to infrastructure readiness, the meeting focused on improving the state’s disaster response capabilities. Plans were made to pre-position teams from the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) in districts that are prone to winter-related emergencies. Officials also reassured that emergency services, including hospitals and fire services, are equipped and prepared for the upcoming season. Necessary stockpiles of food grains, fuel, and generator supplies have already been arranged to ensure that no essential service is disrupted during periods of heavy snowfall.
