Shimla, November 30: In a move that has sparked controversy, Shimla Mayor Surender Chauhan intervened to halt the construction of a stage on the iconic Ridge, intended for a function organized by the Himachal Pradesh AIDS Control Society. The construction, which involved the use of heavy machinery including a crane to lift large poles and structural materials, was stopped after concerns were raised about the location’s safety.

Concerns Over Ridge’s Structural Integrity and Water Tank Underneath

The Ridge, a popular public space and the heart of Shimla, is home to a significant underground water tank, a structure that has been problematic in the past. Several years ago, cracks in the water tank led to extensive repairs, and since then, the area has been restricted for use by heavy vehicles or construction machinery. Mayor Chauhan, citing this history, insisted that the stage should not be erected in the area where the crane was positioned.

“We have designated specific areas for stage setups on the Ridge to avoid encroachment and ensure the safety of the underlying water tank,” said Chauhan. “The stage construction was not being carried out in the approved area, and we had no choice but to stop the work. The event will now likely be relocated.”

A Miscommunication with the Municipal Corporation

Chauhan also expressed concerns about the lack of communication regarding the event. The Mayor explained that while the Home Department issues permission for events on the Ridge, the Municipal Corporation (MC) is often left out of the loop. This lack of coordination between departments was highlighted as a key issue in this incident.

“I was unaware of this event until I saw the crane on the Ridge,” Chauhan remarked. “I urge the government to ensure that the Municipal Corporation is informed whenever such permissions are granted for events in sensitive locations like the Ridge.”

Former Deputy Mayor Criticizes Function on Ridge

The controversy surrounding the event has also been taken up by former Deputy Mayor Tikender Panwar, who voiced strong objections to the event and the use of heavy machinery on the Ridge. He highlighted that the Ridge falls under several legal and regulatory constraints, including a High Court order and various local laws that restrict such activities.

“There is a High Court order explicitly prohibiting the holding of functions on the Ridge due to the environmental and heritage concerns,” Panwar said. “Additionally, the Valley View Act and the Heritage Act prohibit the erection of temporary structures on the Ridge. It is also a no-vending zone under the Street Vendors Act. Yet, despite these laws, functions are being held here.”

A Growing Debate Over the Ridge’s Preservation

The Ridge has long been a focal point for debates over its preservation and use. While the area holds cultural and historical significance, concerns have been raised over its overuse for events, leading to the erosion of its natural and aesthetic value. The current issue has added fuel to the ongoing debate about balancing the Ridge’s heritage preservation with its use as a venue for public gatherings.
