Shimla, September 04: In a significant move, the Himachal Pradesh Assembly is set to introduce Zero Hour for the first time in its history, which is based on the concept of Parliament. The initiative, announced by Assembly Speaker Kuldeep Singh Pathania, will provide half an hour in which MLAs can raise their concerns and questions without disrupting other proceedings.

The Zero Hour will begin immediately after the Question Hour ends and will continue till 12:30 pm. During this time, MLAs will get an opportunity to raise matters under Point of Order. This structured time slot is aimed at eliminating past disruptions, which often occurred when MLAs from both the ruling and opposition parties raised issues at the beginning of Question Hour or continued to do so even after it ended.

Assembly members have welcomed Speaker Pathania’s decision to introduce Zero Hour, considering it a positive step towards more organized and efficient legislative sessions. The introduction of Zero Hour is expected to streamline assembly proceedings and ensure that Question Hour is conducted smoothly without any interruptions.

The move marks a significant change in the legislative procedures of the Himachal Pradesh Assembly, bringing it more closely to the procedures followed in Parliament, where Zero Hour plays a crucial role in allowing members to put forth their views on urgent matters.
