Shimla, September 13: In a bid to optimize staffing and resources, the Himachal Pradesh government is going to shift excess teachers from Industrial Training Institutes (ITIs) located near urban centres to institutes that need staff. The technical education department has initiated the process of rationalising teaching and non-teaching staff at the state’s ITIs. The move comes in response to an imbalance in the student-teacher ratio at several institutes, particularly those near urban areas, where there are more teachers than required.
The government has also announced plans to merge some ITIs with low student enrolment. Himachal Pradesh has 152 ITIs, of which some institutes are struggling with low admissions, necessitating amalgamation. Technical education minister Rajesh Dharmani has directed departmental officials to submit a detailed proposal by the end of the month, outlining the number of students at these institutes and the proximity to other ITIs to facilitate the merger.
Department officials said that ITIs located in district headquarters have an excess of teachers for various trades, while ITIs located in remote areas have a shortage of teachers despite having more students. To deal with this problem, teachers will be transferred based on the number of students in each institute, to ensure that all ITIs have adequate staff.
Additionally, the department is collecting data of ITIs with low enrollment numbers and evaluating the distance to nearby institutes. Trades offered by ITIs that can be merged will be transferred to other institutes as part of the restructuring process.
Minister Dharmani stressed that rationalization is important to strengthen technical education across the state, especially in rural and remote areas. “It is important to ensure adequate teacher posts in institutes outside district headquarters. Teachers should give priority to these areas instead of working in urban centers,” he said.
