Shimla, March 23: The Himachal Pradesh government has introduced a groundbreaking notification aimed at ensuring greater transparency in the selection process of Below Poverty Line (BPL) families. This move, hailed by many, is expected to bring fairness and accountability to the system, addressing long-standing concerns over irregularities and bias.
The new system, set to come into effect from April 1, will lead to the cancellation of the existing BPL list, with a fresh list to be compiled based on strict eligibility criteria. This decision comes after the state government received numerous complaints regarding the arbitrariness in the BPL selection process, particularly the undue influence exerted by Panchayat Pradhans. With the new rules in place, the aim is to ensure that only deserving families are included in the BPL list.
Rural Development and Panchayati Raj Minister Aniruddh Singh addressed the concerns of the public, explaining the government’s proactive stance. He mentioned, “We have been receiving repeated complaints about irregularities in the BPL selection process. This decision is aimed at addressing these complaints and ensuring that only eligible families benefit from the program.”
Under the new framework, families wishing to be included in the BPL list will need to apply at their respective Gram Panchayats between April 1 and April 30. Applicants will be required to submit all necessary documents to support their eligibility. A three-tier verification committee will be set up to scrutinize these applications. The committee, which will be led by the Sub-Divisional Magistrate (SDM), will also include key figures such as the Panchayat Secretary, Patwari, and Anganwadi workers. This committee will be tasked with preparing the list of eligible families based on a thorough review of the submitted documents.
To ensure transparency, the final list of eligible BPL families will be displayed on the notice boards of the Gram Panchayats by June 15, providing the public an opportunity to scrutinize it. Anyone with objections can voice their concerns during the Gram Sabha meeting in July. This open forum will allow citizens to challenge or support the list, further reinforcing the transparency of the process. The government has set an ambitious deadline for completing the entire BPL selection process by October 15, 2025, ensuring that eligible families receive the benefits without unnecessary delays.
In addition to the structural changes, the new notification also removes several previously existing criteria that were often criticized for being outdated and arbitrary. One of the most significant changes is the removal of the condition regarding the ownership of a four-wheeler, which was previously used as a basis for exclusion from the BPL list. Furthermore, the monthly income cap for BPL eligibility has been revised from Rs 2,500 to an annual income of Rs 50,000, making it more reflective of current economic conditions.
Another notable change is the removal of the Panchayat Pradhans’ role in the BPL selection process. Historically, allegations of bias and arbitrariness by Pradhans in Gram Sabha meetings had plagued the process, with many alleging favoritism or unfair exclusions. The new system aims to eliminate this influence, ensuring that the selection is based purely on merit and eligibility rather than personal or political influence.
The state government’s move is a significant step toward modernizing and streamlining the welfare process, ensuring that it benefits those who are truly in need. With the introduction of these reforms, the Himachal Pradesh government aims to build a more transparent, fair, and accountable BPL selection system that serves the public interest effectively.
